The following message has caused by using wrong version of Database.
In my case Old version of 2011x Database was imported to be used in 2013x Enovia installation.

VPLMInitializer relationship VPLMrel/PLMInstance is not dynamic. Server
should not start.
[ERROR]
VPLMInitializer You have exported the variable 'MINORMAJOR' but DATABASE

for MINOR MAJOR. Server should not start.
[ERROR] VPLMInitializer P&O BO migration not
complete. Server should not start.
